Localisation advisory for INGOs and civil society organisations

AnaDu Consulting helps INGOs and civil society organisations move localisation from policy commitment to practical implementation.

We support localisation strategies, partner transition pathways, direct donor access, and funding readiness — with a focus on shifting leadership, resources, and decision-making closer to affected communities.

Our advisory is grounded in senior operational experience and direct research with Ukrainian civil society organisations.

From commitment to implementation

Localisation is no longer only a policy ambition. Donors increasingly expect evidence that international organisations are investing in local leadership, stronger partnerships, and more direct funding pathways.

For INGOs, the question is how to localise responsibly and credibly. For civil society organisations, the challenge is often how to move from sub-grantee roles toward direct donor relationships.

AnaDu works with both sides of that transition.

When clients bring us in

INGOs bring us in when localisation commitments need to become operational plans, partnership models, donor-facing evidence, or country strategy priorities.

Civil society organisations bring us in when they are preparing for direct donor access and need support with readiness, positioning, proposal quality, compliance, and donor engagement.

Donors and consortium leads bring us in when civil society strengthening needs to be practical, sequenced, and grounded in what local organisations actually need.

Best suited for: civil society organisations seeking direct EU or European bilateral funding.

Grounded in Ukrainian civil society experience

AnaDu’s localisation advisory is informed by primary research with Ukrainian civil society organisations conducted during recent country strategy processes.

These conversations focused on what direct donor access actually requires: organisational readiness, donor confidence, compliance systems, proposal quality, partnership history, and strategic positioning.

This gives our advisory a practical evidence base, grounded in the realities of local organisations.

In development: Ukraine Funding Intelligence Platform

AnaDu is developing a real-time funding intelligence tool for NGOs operating in Ukraine.

The platform will consolidate open calls, donor intelligence, and strategic guidance across major institutional and bilateral donors.

Pilot access is planned from Q3 2026.
