About AnaDu Consulting

 

AnaDu Consulting is a boutique humanitarian and development advisory firm founded by Ana Povržnić and Dubravka Latinac Pem.

We work with international NGOs, UN agencies, consortium leads, civil society organisations, and mission-driven teams on the strategic decisions that do not have textbook answers: country strategy, fundraising and donor repositioning, localisation advisory, programme design, evaluations and reviews, senior proposal positioning, and EU funding support for Croatia and the wider region.

Both founders served as country directors before founding AnaDu. Our differentiator is straightforward: we have sat in the chair our clients are sitting in.

AnaDu brings senior operational judgement to complex strategic questions. We understand what decisions look like from inside a mission: under pressure, with incomplete information, donor expectations, partner commitments, and delivery risks all moving at once.

Our advice is grounded in direct leadership experience, not only external analysis. We support clients when they need senior thinking, practical options, and clear written outputs that can be used with boards, donors, partners, and internal teams.

How we work

 

AnaDu is a senior advisory firm, not a volume consultancy. Engagements are led directly by the founders. We do not subcontract strategic work to junior associates.

Where additional capacity or specialist expertise is needed, we work with a small group of trusted senior collaborators whose backgrounds and standards match our own.

We work in English and Croatian. Our base is Zagreb, and our work is international. We deliver much of the analytical, facilitation, and writing work remotely, and travel where the assignment requires it.

Combined, AnaDu’s founders bring more than 50 years of operational and strategic experience across humanitarian and development settings.

We have led country programmes and strategic engagements in contexts including Ukraine, Palestine, Jordan, Syria, the Western Balkans, the North Caucasus, and frontline humanitarian responses.

Across our careers, we have worked with institutional and bilateral donors including DG ECHO, DG INTPA, DG NEAR, USAID, FCDO, NORAD, Sida, GFFO, Global Affairs Canada, UNHCR, UNICEF, WFP, GIZ, KfW, the EU Ukraine Facility, and European government donors.

Our Team

Ana Povrženić
Co-founder and Senior Strategic Advisor

Ana is a former country director with operational leadership experience across Ukraine, the Middle East, and the Western Balkans. She specialises in INGO country strategy, fundraising repositioning, humanitarian evaluations and reviews, localisation, and nexus programming.

Her past roles include senior leadership positions with NRC, DRC, and World Vision across fragile and conflict-affected contexts. She currently leads country strategy processes for CARE International Ukraine and People in Need Ukraine. Ana’s specialist focus includes senior strategy work, donor repositioning from USAID-dominated portfolios to European bilateral funding, evaluation of strategic responses in transition contexts, and primary research with local civil society on localisation and direct funding access.

Dubravka Latinac Pem
Co-founder and Senior Strategic Advisor

Dubravka is a senior humanitarian strategy and organisational development expert with more than 25 years of experience across complex crisis contexts. As Co-Founder of AnaDu Consulting, she has recently co-led strategy development assignments for CARE Germany Ukraine and People in Need Ukraine, including stakeholder consultation, scenario planning, localisation analysis and partner capacity pathways.

She previously held senior programme leadership roles with DRC Ukraine, Global Communities, IRC, ZOA, World Vision International and ADRA, managing multi-donor humanitarian portfolios, organisational transitions and locally led response models. Her expertise includes humanitarian strategy, DG ECHO and EU-funded programming, localisation, organisational development, response design, capacity strengthening and evaluation.

Education: MSc Sustainable Development, SOAS University of London; MA Economics, University of Zagreb.
Languages: Croatian and English fluent; French and Ukrainian basic.
